摘要(Abstract)：

武汉火神山医院施工过程中,建立矩阵式组织架构、开展人员属地管理,提前开展风险辨识,实施防护前置,进行安全管理下沉、保姆式安全管理,重点监管重大风险,实施综合治理。针对施工过程中的防疫管理特点,明确防疫管控要点,建立防疫工作小组,开展属地责任管理,建立防疫制度流程,编制疫情应急预案,进场与检疫相融合,考勤与检疫相挂钩,实行防疫密码,实施4道防线,进行离场告知,提供溯源轨迹等,准确识别不同工作阶段的防疫与安全重点,统筹分类管理防疫与施工安全管理工作,建立施工安全防护管理流程,明确施工过程防疫与维保运营的各类防疫管理措施,实现医院建设及维保过程中的零事故、零疫情。
In the construction process of Huoshenshan Hospital,a matrix organizational structure is established and personnel dependency management is carried out,the risk identification in advance is carried out,and implement preventive preposition is carried out,safety management subsidence and nanny-type safety management is carried out,major risks is foucused on and comprehensive measures is implemented. Combined with the characteristics of epidemic prevention and control in the construction process,the key points of epidemic prevention and control are clarified,a group on epidemic prevention is established,territorial responsibility management is carried out,epidemic prevention procedures is established,contingency plans for the epidemic is formulated, entry and quarantine is combined,attendance is linked to the epidemic inspection,the epidemic prevention code is implemented,4 lines of defense is inplemented,departure notification is carried out,tracebility is provided,epidemic prevention and safety priorities at different stages of work is accurately identified,the construction safety protection management process is established,all kinds of epidemic prevention and management measures for epidemic prevention and maintenance operation during the construction process is clarified,zero accidents and zero epidemic in hospital construction and maintenance is realized.
